Rodriguez will indeed topline the new animated Carmen Sandiego, granted a 20-episode order for a 2019 premiere. Stranger Things star Finn Wolfhard will voice Player, Carmen’s chief accomplice and friend, while the series itself will look into Carmen’s own history:

The character began as a geography-teaching computer game, and etched a permanent place in pop culture with game shows Where in the World Is Carmen Sandiego?, and Where in Time Is Carmen Sandiego? From there, the franchise evolved into the animated Where on Earth Is Carmen Sandiego? series, with plenty of books, comics, and film attempts since.
