Seneca Is a ‘Hunger Games’ Character!

Yeah, so Seneca is so not a woman with any visible tats (that we know of). Although, this 'Hunger Games' character definitely has some major stenciled mustache action going on.

Seneca was the evil Head Gamemaker from the 74th Annual Hunger Games who turned out to have a soft side when he announced that two tributes of the same District could survive the Games. But it was also this decision that cost him his life after he was executed by the President of Panem.
