A clear image of FOX's forthcoming 'Gotham' TV series has yet to form, even as network execs revealed that we'd be seeing a number of classic Batman villains emerge over the years, all before Bruce Wayne finally dons his famous cape and cowl. And while the Dark Knight's villains may have an early 'Gotham' presence before he hero himself, a new rumor suggest James Gordon may first come to tangle with a villainous 'Gotham' socialite, none other than The Penguin!

Courtesy of Latino Review, 'Gotham''s incarnation of the Penguin will mark the first of Batman's rogues gallery to appear, here seen as a man name "Oswald." Casting has begun for an actor in his 20s, while thus far the only name we've seen potentially attached to the new Bat-drama is that of 'Sons of Anarchy' star Donal Logue, initially reported for Gordon himself, but more likely to fill the role of the seasoned Detective Harvey Bullock.

Its pilot supposedly featuring Gordon’s investigation of the murders of Thomas and Martha Wayne, 'Gotham' will explore “the origin stories of Commissioner James Gordon and the villains that made Gotham famous,” with its pilot to be written and executive produced by ‘The Mentalist”s Bruno Heller, along with Warner Bros. Television, and directed by ‘Judge Dredd’ helmer Danny Cannon. It has also been confirmed that ‘Gotham’ will not have any direct ties to Ben Affleck‘s take on the Dark Knight for ‘Batman vs. Superman‘ or The CW’s ‘Arrow.’

We haven't had a live-action Penguin since the days of Danny DeVito, even after long-running rumors of Philip Seymour Hoffman's presence in Christopher Nolan's trilogy, but what say you?
