Whether you found yourself arrested by the premiere of FOX Batman prequel 'Gotham''s Monday premiere or not, there can be no denying the DC drama leaned heavily on teasing future villains. Now, see where said villains will come to call home as 'Gotham' begins setting up a seasonal arc with the first official description of episode 4, "Arkham"!

Per FOX, the October 13 installment will follow what we've heard in tracing the origins of Gotham City's most notorious asylum, that of the titular "Arkham." Being a prequel and all however, it sounds by the episode description that the institution itself hasn't arisen yet, but will need to pass a vote for the district to do so. Hooray for unnecessary prequels with extensive political debates!

A POLITICAL VOTE SHAKES GOTHAM CITY ON AN ALL-NEW "GOTHAM" MONDAY, OCTOBER 13, ON FOX

As a contentious city council vote on the future of the Arkham district approaches, politicians from both sides are in danger. Gordon and Bullock must race to protect the council and an old friend visits Gordon in the all-new "Arkham" episode of GOTHAM airing Monday, Oct. 13.

Guest Cast: Richard Kind as Mayor James, Drew Powell as Butch Gilzean, Grayson McCouch as Thomas Wayne, Evander Duck as Councilman Kenkins, Hakeem Kae-Kazim as Gladwell, David Zayas as Maroni, Brad Calcaterra as Minks, Danny Mastrogiorgio as Frankie Carbone and Mackenzie Leigh as Liza.

We'll assume for the moment that Thomas Wayne will be appearing in flashbacks of some sort, certainly a relief to Grayson McCouch to have further scenes beyond the pilot's opening minutes. You'll also note the first appearance of 'Dexter' alum David Zayas as notorious Gotham mobster Sal Maroni, as brought to life in 'The Dark Knight' by Eric Roberts. Hey, maybe Maroni has an origin story too! Or maybe he's our Joker! Might Penguin kill him over some minor slight?
